ELVEES NeoTek and Rostec State Corporation to Supply IP Cameras to Educational Institutions

15 June 2020

At the end of 2019, ELVEES NeoTek (a RUSNANO portfolio company), together with the National Center of Informatization (NCI, affiliated with the Rostec State Corporation), began to deliver supplies of Russian-manufactured video surveillance systems to facilitate the implementation of the Russian Federation’s “Digital Economy” Program. The national scheme aims to, among other things, equip educational institutions with video surveillance and security systems.

In total, more than 28,000 cameras have been delivered to 1,500 general academic institutions in 10 regions of the Russian Federation. A key goal of the project is to ensure safety in education facilities and to provide the groundwork (technology-wise) for remote learning. Within the framework of the “E-learning environment” federal initiative, a part of the national “Education” project, by 2024, Russia’s Ministry of Education plans to equip more than 43,000 general academic institutions with security systems.

The cameras are to be used to monitor schools’ entrances and exits as well as classrooms, which will help ensure safety on their premises and to stream lessons to pupils learning remotely.

VisorJet Smart Mini IP cameras

VisorJet Smart Mini IP cameras, designed to provide high quality video feeds from within, have been selected for the use in schools.

  • The VisorJet Smart mini is a compact security camera with excellent technical characteristics. Owing to its 2.8 mm fixed focal length wide-angle lens, the camera has a 120-degree angle of coverage, which is wider than that of most of its analogues.
  • The VisorJet Smart Dome mini is a compact dome camera.

Orwell 2k, developed by the ELVEES NeoTek company (and included in Russia’s register of locally-made software), has been installed on servers as part of the video surveillance system based on computer vision.

Visor Jet Smart mini’s unique features include its compact size, high sensitivity, advanced noise reduction capabilities, backlight compensation and new generation infrared (IR) night vision, thus enabling these IP cameras to provide quality video even in poor lighting. Their compact size makes them suitable for use in classrooms. The cameras come equipped with video analytics and are, therefore, capable of automatic real-time detection of smoke or fire; of identification of abandoned objects and other potential threats, and of raising the alarm.

In order to continue with the program implementation and provision of necessary equipment, the ELVEES NeoTek company and Rostec State Corporation are planning on strengthening their technology partnership, and are discussing possible means of cooperation.

Alexander Rakutin, Director of Closed Joint Stock Company ELVEES NeoTek, said “Russian-designed and manufactured security cameras ensure high quality video feeds and make us less dependent on surveillance equipment produced abroad and its delivery. Industrial grade IP cameras are now available for wide-scale use in Russian schools. Thanks to a subsidy received from the Ministry of Industry and Trade of the Russian Federation in 2018, we were able to create a truly unique product, which the national program is in need of.”

Dmitry Pimkin, Deputy Chairman of the Executive Board of RUSNANO Management Company LLC stated: “Locally-produced technologies, developed in participation with RUSNANO in Russia, are essential for the implementation of national projects. Smart ELVEES NeoTek security cameras provide the tangible base for creating an integrated digital environment in Russian schools and the support for distance learning, an integral part of the education process, especially during a pandemic. In order to continue facilitating the implementation of initiatives in the sphere of digital and end-to-end technologies, as part of the national “Digital economy” program, RUSNANO has established a direct investment fund, which will start financing its first projects in 2020. The fund will focus on supporting the key technology areas of the national program.”

ELVEES NeoTek, a RUSNANO portfolio company, designs and manufactures a full range of IP cameras for various uses. Currently, the company is offering 8 types of cameras from 5 separate product lines: PTZ, Mini, Bullet, Dome and Fisheye. At the end of February, ELVEES NeoTek received a certificate of transport safety, issued by Russia’s Ministry of Internal Affairs, for its products, thus proving they conform to the highest of standards.
