The Nanotechnology Standardization Technical Committee Enters the Top-10 in Russia
The Federal Agency for Technical Regulation and Metrology (Rosstandart) has published the Efficiency Rating of the Standardization Technical Committees based on the results of their work in 2019. The Nanotechnology Standardization Technical Committee (ТC 441) entered the top ten of the 213 rated.
The TC 441 was established and operates based on the RUSNANO’s Fund for Infrastructure and Educational Programs. It is chaired by the CEO of the Fund, Andrey Svinarenko. The key focus of the committee is the development, production, turnover, safety, metrological support, terminology, and classification of nanotechnology products. It is also responsible for coordinating the work of the specialized technical committees on the standardization of innovative products created with the use of nanotechnology.
The rating is published annually and is based on data from the annual reports of technical committees and expert assessments on a whole group of indicators, including a significant reduction in the standard average development time and the active participation of the TC in the work of Rosstandard to improve and develop the national standardization system.
“In the context of the priority of innovative development of the national economy, the TC 441 focuses its activities on the maximum application of the developed standards in the implementation of national projects, the improvement of the quality of technological solutions in the domestic market, displacement of the outdated technologies, stimulating the research and development in enterprises to produce competitive products. The Nanotechnology TC operates on direct communication with nanoindustry enterprises that are interested in developing and updating standards, coordinating its regulatory actions with regional development institutions, and embedding current standardization documents into the mechanisms to support innovation,” said Yuri Tkachuk, Director of the Fund’s Standardization Department.
As part of the Nanoindustry Standardization Program, the Committee coordinated the development of more than 440 standards covering the nanotechnology industry and related high-tech sectors of the economy. This program is one of eight industry dedicated programs approved by Rosstandard, which, given their importance, are the basis of the national standardization system.
The Committee organizes the review, preparation of conclusions, and voting on the officially submitted international documents on the standardization, namely ISO/TC 229 Nanotechnology and IEC/TC 113 “Nanotechnology for Electrical Products and Systems.” In 2019, the TC experts prepared and submitted conclusion reports for more than 50 drafts of international standardization documents to the Secretariats of the RosISO (Russian Committee of a member of the International Organization for Standardization) and the RosMEC (Russian National Committee for Participation in the International Electrical Commission).
The activities of the TC 441 within the framework of the Eurasian Economic Union are aimed at developing interstate standards in the nanoindustry with the participation of the Republic of Belarus, the Republic of Kazakhstan, and the Republic of Armenia.
The Fund for Infrastructure and Educational Programs was established in 2010 in accordance with Federal Law No. 211-FZ “On reorganization of the Russian Corporation of Nanotechnologies.” The Fund aims to develop the innovative infrastructure in the sphere of nanotechnology and implement the educational and infrastructure programs already started by RUSNANO.
The supreme collegial management body of the Fund is the Supervisory Board. Under the Fund’s Charter, the competence of the Supervisory Council, in particular, includes the issues of determining the priority directions of the Fund’s activity, as well as its strategy and budget. The Chairman of the Fund’s Executive Board, the collegial management body, is the Chairman of the Board of Management Company RUSNANO LLC Sergey Kulikov.
