The RUSNANO’s FIEP Has Organized the Development of National Standards for Lithium-Ion Batteries and Electricity Storage Systems for Rail Transport

On June 1, 2021, national standards related to the use of lithium-ion batteries and electricity storage systems in railway rolling stock will come into force in Russia. The documents have been developed with the support of the RUSNANO’s Fund for Infrastructure and Educational Programs (FIEP).

“The application of the new standards will contribute to the technological development of the domestic industry and the introduction of domestic lithium-ion batteries in onboard energy storage systems for rail transport,” said Yury Tkachuk, Director of the Standardization Department of the Fund for Infrastructure and Educational Programs.

The standards have been developed by the RUSBAT National Association of Power Source Manufacturers with the participation of leading Russian battery manufacturers (Liteco LLC and Liotech-Innovations LLC, portfolio companies of RUSNANO), consumer companies (NP Association of Railway Equipment Manufacturers, Transmashholding JSC, Research Institute of Railway Transport JSC, etc.), and Russian Railways divisions responsible for technical policy.

“Systematic work with the Fund for Infrastructure and Educational Programs contributes to the creation of a regulatory framework harmonized with international requirements that ensures the use of our company’s innovative products in various sectors, including railway transport. This is relevant both for our current projects with Transmashholding and for the industry as a whole,” said Konstantin Yakushev, CEO of LITECO.

The following national standards have been prepared and have entered into force under the Program for Standardization in the Nanoindustry and Related High-Technology Industries.

  • GOST R IEC 62864–1-2021. Railway applications. Rolling stock. Power supply with an onboard energy storage system. Part 1. Series hybrid system. The document is based on an international standard and applies to on-board lithium-ion traction batteries for energy storage systems used as traction drive for railway vehicles, including hybrid vehicles. The standard specifies requirements for their design, performance, safety, communication, labeling and marking, as well as for types and methods of testing.
  • GOST R IEC 62928–2021. Railway applications. Rolling stock. Requirements for traction lithium-ion onboard batteries has been prepared based on an international standard and establishes the rules for the construction of serial hybrid systems (electrically connected) with integrated energy storage used for the movement of railway vehicles, providing energy flow management, and enhancing performance.

The Fund for Infrastructure and Educational Programs was established in 2010 in accordance with Federal Law No. 211-FZ “On reorganization of the Russian Corporation of Nanotechnologies.” The Fund aims to develop the innovative infrastructure in the sphere of nanotechnology and implement the educational and infrastructure programs already started by RUSNANO.

The supreme collegial management body of the Fund is the Supervisory Board. Under the Fund’s Charter, the competence of the Supervisory Council, in particular, includes the issues of determining the priority directions of the Fund’s activity, as well as its strategy and budget.
